NEW REQUIREMENTS FROM 1 SEPTEMBER 2025
From 1 September 2025, the rules for obtaining a permanent residence permit will change.
You will no longer be required to complete a set number of hours of Norwegian and social studies courses to qualify.
Instead, you must pass:

An oral Norwegian language test at A2 level or higher

A social studies test in a language you understand
These rules apply to everyone aged 18–67.
Which requirement applies to you?

Police appointment on or after 1 September 2025 → A2 oral Norwegian + social studies test

Police appointment before 1 September 2025 → A1 oral Norwegian + social studies test

Registered on UDI.no on/after 24 August 2025 but appointment is after 1 September → A2 oral Norwegian + social studies test

Registered before 24 August 2025 but appointment is after 1 September → A1 oral Norwegian + social studies test
If you currently only have the duty to complete courses, you will not be required to take the tests if your appointment is before 1 September.
Exemptions from the tests (from 1 September 2025)
The police or UDI may grant exemptions if you can document:
For the Norwegian language test:

Grade 2 or higher in oral and written Norwegian in adult education (FOV), primary, or secondary school

University studies in Norwegian or Sámi (minimum 30 ECTS)

Meeting language admission requirements for Norwegian higher education

For the social studies test:

WHY NORWEGIAN PROFICIENCY IS REQUIRED FOR CITIZENSHIP

Until 31 August 2025, the following still applies:

UNDERSTANDING THE REQUIRED NORWEGIAN LEVELS (A2 AND B1)
Most applicants must demonstrate A2 level, though some may need B1 depending on background.
CEFR Level descriptions:

A2: Can handle simple, routine communication in familiar situations

B1: Can describe experiences, express opinions, and interact with some fluency in familiar contexts
NORSKPRØVEN – THE OFFICIAL TEST
The Norskprøven assesses: reading, listening, writing, and speaking.
From 1 September 2025, only the oral test will be required for permanent residency — but you will still need to prepare carefully to reach A2 or higher.
